Project Manager - Construction Site Agent (CSA)

About the role

Turner & Townsend is hiring a Project Manager (CSA) in Taipei to drive the execution of complex construction and industrial projects. The role ensures strict adherence to time, cost, quality and performance benchmarks, leads cross-functional teams, aligns stakeholder interests and upholds strong project governance from start to handover. On-site work at project locations is expected as needed.

Key responsibilities

• Define and drive project success criteria, balancing scope, schedule, budget and quality.
• Develop and manage detailed project plans, schedules and financial forecasts with the Quantity Surveyor team, and oversee change control with documented impact analysis.
• Lead and motivate cross-functional teams, foster open communication and direct project information through structured meetings and clear written communication.
• Maintain governance frameworks and produce progress reports, dashboards and executive summaries.
• Enforce Quality, Safety, Health and Environmental (QSHE) standards.
• Act as the main liaison for clients and consultants, identify growth opportunities in existing accounts and escalate strategic leads to senior management.
• Capture lessons learned and key data in internal knowledge repositories to promote continuous improvement.

Required profile

• Bachelor's degree or higher in civil engineering-related fields.
• 10+ years of civil engineering experience, including earthworks, site preparation, drainage, external roads and infrastructure.
• Professional civil engineer or geotechnical engineer in Taiwan, or equivalent overseas qualification preferred.
• Proven track record leading industrial projects, warehouses, manufacturing plants and similar.
• Fluent English (written and spoken); Korean is a plus.
