Senior HR Specialist (Rakuten Monkeys)

About the role

Rakuten Taiwan is looking for a Senior HR Specialist to join its HR team. The role drives recruitment strategy, talent selection and HR system optimisation, and helps set up more efficient and consistent HR operating processes. It works closely with department heads to attract suitable talent and improve recruitment quality.

Key responsibilities

• Recruitment and talent acquisition: confirm job requirements, write job descriptions, screen resumes, arrange interviews, communicate with candidates and track hiring progress; collaborate with department heads on staffing needs and interview criteria; build and maintain a talent database.
• HR process improvement: review and optimise recruitment, onboarding, probation, transfers, promotions and departures; help set standard operating procedures, forms and guidelines; identify risks and propose improvements; ensure compliance with company policy and regulations.
• Employee lifecycle support: assist with onboarding, probation tracking, transfers, promotions and departures; support HR projects such as system optimisation, performance processes, organisational restructuring and employer branding; act as a bridge between managers and employees.
• Process systematisation: continuously refine HR regulations and procedures; track labour laws and recommend changes to management standards to reduce disputes.

Required profile

• 3+ years of HR experience, including recruitment, employee lifecycle management or HR process optimisation.
• Experience in full recruitment processes, data analysis, talent pool management or employer branding.
• Ability to communicate independently with hiring managers, screen resumes and run interviews.
• Experience improving processes or setting up systems, turning vague tasks into clear steps.
• Good communication and coordination skills across departments, and a meticulous, accurate approach.
