Assistant Cost Manager / Cost Manager

About the role

Turner & Townsend, a global professional services company with over 22,000 people in more than 60 countries and majority-owned by CBRE Group, is hiring an Assistant Cost Manager / Cost Manager in Taipei. The role covers cost estimation, tendering and procurement, post-contract cost reporting and cost management improvements across real estate projects.

Key responsibilities

• Carry out feasibility studies and write procurement reports.
• Estimate and plan costs, including producing and presenting the final cost plan.
• Manage tendering and procurement: assist in preparing bid documentation, manage pre-qualification, prepare the tender list, analyse tenders, write the tender report and compile contractual documents.
• Handle post-contract cost variances and change control, referring major changes to the line manager, and produce monthly post-contract cost reports for the client.
• Take part in value engineering, negotiate and agree on final accounts, and interface with the client and other consultants at every project stage.
• Improve cost management procedures, templates and services, and feed lessons learned into the internal knowledge database.

Required profile

• Degree in Quantity Surveying, Cost Management / Engineering or equivalent.
• Around 5 years of experience in related fields; a consultancy background is preferred.
• Proven experience in commercial office fit-out or retail projects.
• Fluency in both Chinese and English.

Required skills

• Full range of cost management duties: cost estimates, bills of quantities, value engineering, tendering and evaluation, contract knowledge, change orders and final account close-out.
• Familiarity with BIM for costing purposes (e.g. Cost X).
• Negotiation, leadership, problem-solving and communication skills.
